Sagaing and Shan Faced High Levels of Public Service Absences

Three years after the coup, more than 233 townships experienced clashes, each defined by at least one mutual shooting. ISP-Myanmar conducted a study to assess the level of public service absence in these townships using the Public Service Absence Index. This index measures several factors: the lack of public service provisions such as electricity and water, the capacity to operate township police stations and general administration department offices, and whether civil servants are receiving their salaries. The findings indicate that over 100 townships faced a high intensity of public service absence. Sagaing Region had the most townships suffering from the lack of service provisions, with over 27 townships affected, followed by Shan State, with 19 townships.
