Following the “Mandalay-Sagaing Earthquake” on March 28, 2025, several actors—including the State Administration Council (SAC), the National Unity Government (NUG), the Three Brotherhood Alliance (3BHA), and the Kachin Independence Organization (KIO)—issued temporary ceasefire declarations. However, despite these announcements, clashes and airstrikes continued.

According to ISP-Myanmar’s research under the Conflict, Peace, and Security Program, armed clashes erupted in no fewer than 15 townships nationwide after the earthquake. The SAC carried out airstrikes in at least 39 townships, with over 160 incidents recorded. Notably, 47 percent (74 instances) of these airstrikes occurred after the ceasefire declarations. The attacks involved fighter jets, drones, and paramotor units. Sagaing Region—already affected by the earthquake—saw the highest concentration of SAC airstrikes, reported in at least seven townships, followed by Shan State.

Some resistance forces, including EAOs and PDFs, declared a temporary ceasefire for earthquake relief but continued their military objectives. Meanwhile, other resistance groups maintained operations and pursued their original goals. For example, resistance forces seized key strategic locations such as Nyaung Kyoe Tactical Base in the Bago Region, Falam Town in Chin State, and Indaw Town in the Sagaing Region. Falam was fully captured on April 7, 2025, by the Chin Brotherhood and allied forces. That same day, Indaw fell to a joint offensive by the Kachin Independence Army (KIA), the All Burma Students’ Democratic Front (ABSDF), and the NUG-affiliated PDF. Meanwhile, the Arakan Army (AA) captured the Nyaung Kyoe tactical base on April 2.
