High Intensity of Public Service Provision Index in Sagaing Region and Shan State

Since the 2021 coup, armed conflict, defined by at least one mutual shooting, has affected 221 townships, constituting 67 percent of the total. To assess the impacts of conflict in these areas, we employed the public service provision index, alongside the security index and humanitarian crisis index. This index is gauged by factors such as the capacity to establish township police stations and offices for the general administration department. It also considers the ability to provide essential public services like electricity and water supply, as well as ensuring regular salaries for bureaucratic personnel. The public service provision index reveals a high intensity in 57 townships, with 14 of them situated in the Sagaing Region. Additionally, 11 townships in Shan State have experienced high intensity, ranking as the second-highest across all regions and states.
