အယ်ဒီတာမှတ်စု (အတွဲ ၁၊ အမှတ် ၂)

The Myanmar Quarterly မဟာဗျူဟာနှင့် မူဝါဒလေ့လာရေးဂျာနယ်ရဲ့ ဒုတိယမြောက် ခြေလှမ်း စာဖတ်သူများထံ ရောက်ရှိခဲ့ပါပြီ။ ဒီနေရာမှာ ပထမဆုံးအနေနဲ့ စာဖတ် ပရိသတ်များအား တောင်းပန်စကား ဆိုပါရစေ။ ပုံမှန်အားဖြင့် The Myanmar Quarterly ကို သုံးလတစ်ကြိမ် ထုတ်ဝေဖို့ ရည်မှန်းခဲ့ပေမယ့် အကြောင်းကြောင်းသော အကြောင်းများကြောင့် နှောင့်နှေးခဲ့ရပါတယ်။ ဒါကြောင့်လည်း ၂၀၁၇ ခုနှစ် ဇန်နဝါရီမှာ ထွက်ရှိရမယ့် ဂျာနယ်ဟာ မတ်လရောက်ချိန်မှ စာဖတ်သူတွေထံ ရောက်ရှိခဲ့ရတာ ဖြစ်ပါတယ်။ သို့သော်လည်း နောက်နောင်မှာ အခုလို နှောင့်နှေးမှု မရှိစေဘဲ မူလရည်မှန်းချက်အတိုင်း သုံးလတစ်ကြိမ် အချိန်မီ ထွက်ရှိနိုင်အောင် လုပ်ဆောင်သွားမယ့်အကြောင်း တောင်းပန်စကားဆိုရင်း စကားဦးခြွေပါရစေ။

ယခုလထုတ် ဂျာနယ်မှာ ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု ထူထောင်ရေးနဲ့ ပတ်သက်ပြီး ရှုထောင့်မျိုးစုံမှ သုံးသပ်ချက်တွေကို စုစည်းဖော်ပြထားပါတယ်။ ဘာကြောင့် ဒါကို ဖော်ပြရသလဲဆိုတာ စာဖတ်ပရိသတ်များကို ပြောပြလိုတဲ့ ဒုတိယအချက် ဖြစ်ပါတယ်။

မြန်မာနိုင်ငံအကြောင်းပြောရင် နိုင်ငံတော် တည်ဆောက်ရေး (State Building) နဲ့ ပြည်ထောင်စုလက္ခဏာ တည်ဆောက်ရေး (Nation Building) ဆိုတဲ့ အကြောင်းချက် နှစ်ခုကို ပယ်ခွာထားလို့ မရပါဘူး။

နိုင်ငံတော် တည်ဆောက်ရေး (State Building) လို့ ဆိုရာမှာ နိုင်ငံတော်ရဲ့ အာဏာစက်က နိုင်ငံတစ်ခုလုံးကို လွှမ်းခြုံနေပြီလား၊ ပြည်သူ့ဝန်ဆောင်မှုဆိုင်ရာ ကိစ္စရပ်တွေကို နိုင်ငံတစ်ခုလုံး တပြေးညီ ခံစားရရှိနေပြီလား၊ (ဘယ်လိုအခြေအနေ၊ အဆိုပြုချက်တွေပဲ ရှိနေပါစေ) နိုင်ငံမှာ တစ်ခုတည်းသော တပ်မတော်ဆိုတာ ရှိနေပြီလား၊ အခွန်အကောက်ဆိုင်ရာ လုပ်ငန်းစဉ်အားလုံးကို ဗဟိုအစိုးရ တစ်ခုတည်းက ထိန်းချုပ်နိုင်ပြီလား၊ ဒါ့အပြင် နိုင်ငံခြားတိုင်းပြည်တွေနဲ့ သဘောတူစာချုပ်တွေ ချုပ်ဆိုရာမှာ နိုင်ငံတော် တစ်ခုတည်းကပဲ အခရာကျတဲ့ အဓိကနေရာမှာ ရှိနေပြီလား စတဲ့အချက်တွေကို တိုင်းတာရမှာ ဖြစ်ပါတယ်။

ဒီအတိုင်းပဲ ပြည်ထောင်စုလက္ခဏာ တည်ဆောက်ရေး (Nation Building) ကို ပြောတဲ့ အခါ အရိုးရှင်းဆုံးအနေနဲ့ နိုင်ငံတော်သီချင်း ခြေဆင်းမှာ ပါဝင်တဲ့ “တရားမျှတ လွတ်လပ်ခြင်းနှင့် မသွေ … ဒို့ပြည် … ဒို့မြေ…၊ များလူခပ်သိမ်း… ငြိမ်းချမ်းစေဖို့… ခွင့်တူညီမျှ… ဝါဒဖြူစင်တဲ့ပြည်… ဒို့ပြည်… ဒို့မြေ…”ဆိုတဲ့ ခံစားချက်၊ ခံယူချက်တွေကို ရုပ်ပိုင်းဆိုင်ရာမှာသာမက စိတ်ပိုင်းဆိုင်ရာမှာပါ သက်ဝင်ယုံကြည် ရရှိခံစားနေကြပြီလား ဆိုတာနဲ့ပဲ အလွယ်ကူဆုံး တိုင်းရမှာပါ။

နိုင်ငံအတွက် အရေးပါတဲ့ နိုင်ငံတော် တည်ဆောက်ရေးနဲ့ ပြည်ထောင်စုလက္ခဏာ တည်ဆောက်ရေး နှစ်ချက်ကို ဖော်ပြပါ တိုင်းတာချက်တွေနဲ့ ချိန်ထိုးကြည့်တဲ့အခါ ပြည့်စုံမှု မရှိတာကို တွေ့ရပါတယ်။ မည်ကာမတ္တ နိုင်ငံတစ်ခုအနေနဲ့ မဟုတ်ဘဲ ရှိသင့်၊ ရှိထိုက်တဲ့ အင်္ဂါရပ်တွေနဲ့ ပြည့်စုံတဲ့နိုင်ငံ ဖြစ်ဖို့ဆိုရင် လိုအပ်တဲ့ အကြောင်းချက်တွေ ပြည့်စုံဖို့ လိုအပ်ပါတယ်။ အကြောင်းအချက်တွေကို ပြောဆို၊ ဖြည့်စွမ်းတဲ့ အခါမှာလည်း စကားအဖြစ် မဟုတ်ဘဲ အစစ်အမှန်အားဖြင့် နယ်စပ်၊ တောင်တန်း၊ ပြည်မ စသဖြင့် ကွဲပြားခြားနားမှု မရှိဘဲ တစ်နိုင်ငံလုံးအပေါ် တပြေးညီ သက်ရောက်မှု ရှိရမှာပါ။

လွတ်လပ်ရေးရရှိပြီး နှစ် ၇၀ ကျော်လာသည်အထိ နိုင်ငံတော် တည်ဆောက်ရေးနဲ့ ပြည်ထောင်စု လက္ခဏာ တည်ဆောက်ရေးဟာ မပြီးမြောက်သေးတဲ့ ခရီးရှည်တစ်ခုအဖြစ် ဆက်ရှိနေဆဲပါ။ ကိုယ်ပိုင်ပြဋ္ဌာန်းခွင့်၊ တန်းတူရေးအတွက် အရေးဆိုမှုတွေနဲ့အတူ ပြည်တွင်းစစ်မီးကလည်း အခုချိန်ထိ မငြိမ်းနိုင်သေးပါဘူး။ ဒါကို ဖြေရှင်းနိုင်ဖို့ ကြိုးပမ်းချက်အဖြစ် ၂၁ ရာစု ပင်လုံ- ပြည်ထောင်စုငြိမ်းချမ်းရေးညီလာခံရဲ့ ကနဦး ခြေလှမ်းတွေကို စတင် မြင်တွေ့နေရပါပြီ။ ဒီလို ကြိုးပမ်းမှုက အောင်မြင်မှု ရနိုင်မလား၊ မရနိုင်ဘူးလား ဆိုတာထက် ဆွေးနွေးမှုတွေမှာ ကျွဲကူးရေပါ ဆိုသလို၊ (အထူးသဖြင့် အမျိုးသားအဆင့် နိုင်ငံရေးဆွေးနွေးမှုတွေမှာ) ဘယ်လို အခြေခံမူတွေ ပါဝင်သင့်တယ်၊ ဘယ်လို အကြောင်းအချက်တွေနဲ့ ညီညွတ်သင့်တယ် စတဲ့ မူဝါဒရေးရာ ဆွေးနွေးမှုတွေအတွက် လိုအပ်တဲ့ အထောက်အကူဖြစ်စေဖို့ မျှော်လင့်ပြီး ကွက်လပ်ဖြည့်ပေးတဲ့အနေနဲ့ (ဖက်ဒရယ် ဒီမိုကရေစီ ပြည်ထောင်စု ဖော်ဆောင်ရေး အဆိုပြုချက်တွေအတွက်) ရှုထောင့်စုံတဲ့ သုံးသပ်ချက်တွေကို စုစည်းဖော်ပြရခြင်း ဖြစ်ပါတယ်။

နိဂုံးအနေနဲ့ ထပ်မံပြောလိုတာကတော့ The Myanmar Quarterly ဟာ Institute of Strategy and Policy: Myanmar (ISP)  ရဲ့ လုပ်ငန်းစီမံချက် တစ်ခုဖြစ်ပြီး ဂျာနယ်ရဲ့ ခေါင်းစီး တင်ပြချက်အပြင် မြန်မာ့အရေး သုတေသန ရှာဖွေတွေ့ရှိချက်တွေ၊ မြန်မာ့အရေး လေ့လာသူတွေရဲ့ ရှုထောင့်အမြင်တွေ၊ ခေတ်ကာလနဲ့ လျော်ညီစွာ အာရုံပြုအပ်တဲ့ ဆောင်းပါးတွေကိုလည်း  ထည့်သွင်းဖော်ပြထားပါတယ်။ ဒီလိုဖော်ပြရာမှာ နိုင်ငံ့အရေးနဲ့ သက်ဆိုင်တဲ့ မူဝါဒရေးရာကိစ္စရပ်တွေကို ဘက်စုံထောင့်စုံကနေ အပြန်အလှန် ဆွေးနွေးခြင်းအားဖြင့် နိုင်ငံရေးမှာ မြန်မာပြည်သူလူထုရဲ့ ပါဝင်မှု ပိုမိုအားကောင်းစေပြီး ဒီမိုကရေစီကျတဲ့ ခေါင်းဆောင်မှုကို မြှင့်တင်ပေးနိုင်မယ်လို့ ယုံကြည်ပါကြောင်း အယ်ဒီတာမှတ်စုအနေဖြင့် တင်ပြအပ်ပါတယ်။

■ Editor’s Note

It is our pleasure to present the second issue of the Myanmar Quarterly. First of all, we would like to apologize for the late delivery of this issue, originally scheduled for January 2017. Federalism is the thematic topic for this issue. We have selected this topic for two reasons. Theoretically, Myanmar has yet to achieve inclusive ‘state building’ and ‘nation building’ that promotes stability. After Independence in 1948, civil war broke out. The new government has initiated 21st Century Panglong Conferences as part of a peace processes aimed at ending the civil wars and addressing problems presented by unsuccessful state and nation building efforts. The Myanmar Quarterly aims to contribute to this by engaging with a key issue – namely the fundamentals for forming a federal democratic union– in Myanmar’s ongoing peace process.

In this second issue, analysts and researchers examine Myanmar’s earlier experience with federalism and make recommendations relevant to building a federal democratic union. This issue also includes interviews with key observers and stakeholders in Myanmar’s current political processes. We hope that readers will also enjoy our reviews of books on federalism. Our publication also offers special features, perspectives, and other interesting materials, in addition to the thematic-based cover package.

We believe that the Myanmar Quarterly will contribute to informed debates among policymakers as well as the general public. In turn, this helps advance the twin goals of the ISP-Myanmar: the promotion of democratic leadership and civic participation.
